A big mixed-use development is being planned in the St. Elmo District.

The development, known simply by its address of 4201 S. Congress Ave., would feature around 200,000 square feet of retail, restaurant and office space in multiple mid-rise buildings at the intersection of South Congress Avenue and Industrial Boulevard, according to a site plan application filed with the city.

The developer and owner of the property is an entity called 4201 S Congress Ave Owner LLC, the address of which matches that of California-based developer Redcar Properties, which is developing a creative office project farther south in the St. Elmo District. Redcar did not respond to requests for comment.

Austin Business Journal shares, "It's been nearly six years to the day since The District in Round Rock was first approved north of Austin. But after years of tweaking and widening the design of the $500 million-plus mixed-use project across from Dell Technologies Inc.'s headquarters, construction is finally about to begin.

Stakeholders in March will hold a groundbreaking for the 66-acre project near I-35 and State Highway 45 Toll Road. It's a notable milestone for a project that was first brought to the Round Rock City Council in 2017 by California-based Mark IV Capital, was first approved for a development agreement in 2019, and has been moving back through the design, planning and incentives process over the last several years.

Intracorp's latest development would rise where this rehab center, a next-door auto shop and the Shell station pictured in the background stand today.

Austin Business Journal reports, "Intracorp Texas may demolish some existing buildings on the South Congress Avenue retail strip to build a mixed-use project that would bring about 250 housing units to the area.

The project at 2105 S. Congress Ave., directly south of Lively Middle School, would raise a mid-rise condo building with a garage and street-level retail on one of Austin's most popular streets, according to a construction filing with the Texas Department of Licensing and Regulations.

Construction is expected to begin March 1, 2024, according to the TDLR, with an estimated completion date of Oct. 1, 2025. The project carries an estimated cost of $110 million and will be 620,000 square feet.
